Peter Griffin explains the joke: Here we see Confucius, a known, wise Chinese philosopher, or at least a zoomed in, low quality JPEG drawing of him, saying "Ming Dynasty pussy got me acting unwise". It's comedic because Confucius, a man known for his immense wisdom, is saying a very low brow, sexual phrase combined with more formal saying. Additionally, a narrator is speaking with a stereotypical accent while traditional music plays in the background, adding to the "authenticity" of the saying, despite the fact that it will make no sense for him to say so. Another layer of the meme comes from the fact that Confucius lived centuries before the Ming Dynasty, in the Spring and Autumn Period, the period was even named after one of his books; the time confusion and the (supposed) lack of knowledge of the meme's creator is another joke. On another note, the meme is stylized to look the an "Advice Animal" a style of image macro popular in the late 2000s, featuring people giving unhelpful, yet funny "advice". This style of meme has become extremely outdated in recent years, and thus has been parodied in the style known as "OK Buddy Retard" adding an element of nostalgia and outdatedness. The combination of all of those things create a Confucius that is perverted, yet keeps his manners while diving into fake authenticity, with lack of very basic historical knowledge, together with an outdated format being used ironically. The surrealism of the above turn the video into something quite comedic.
